  5.     Armenians and Azerbaijanis finally sat down to discuss their
  6. differences last week, but not on their own turf. Instead
  7. representatives from the two Soviet republics gathered in Riga,
  8. the capital of Latvia. Leaders of the Azerbaijani Popular Front
  9. and the Armenian National Movement accepted a call from their
  10. Baltic counterparts to open talks on their two years of violent
  11. clashes. Emerging from the first session, both groups agreed
  12. to seek the release of all hostages by March 1 and to establish
  13. permanent relations between the two groups. No speedy peace
  14. settlement is expected, if only because the Azerbaijanis
  15. refused to discuss the future of Nagorno-Karabakh, the center
  16. of the dispute. Even so, the multifront meeting illustrates a
  17. dramatic shift of power from Moscow into the hands of local
  18. nationalists.
